Canada to help boost VN’s food hygiene

Minister of Agriculture and Rural Development Nguyễn Xuân Cường met with Canada’s Minister of Agriculture and Agri-Food Lawrence MacAulay to discuss Canada’s “Safe food for growth” project in Việt Nam on February 27.
During the ministerial meeting, MacAulay said that Canada would soon provide Việt Nam with about CAD15 million (US$11.3 million)  for the said project, as a continuation of the previous “Food and Agriculture Products Quality Development and Control Project” from 2008 to 2014.
Cường said the two countries had great trade potential, as Canada was one of the most developed countries in the world. Canadian agriculture was advanced with high productivity, and their products did not clash with those of Việt Nam, but rather they complement one another. These were important factors that would propel trade and economic growth between the two countries, he said.
“The two sides must create favourable conditions and facilitate Vietnamese and Canadian businesses to increase investment and contribute to the development of the agricultural market between the two nations,” said Cường.
MacAulay expressed his wish to push lobster exports from Canada into Việt Nam and to soon have Canadian blueberries exported to the Vietnamese market. Furthermore, being a strong global pork exporter, Canada also hopes to cooperate with Việt Nam on pig genetic research.
Cường said that Việt Nam also encouraged the import of high-quality pig breeds, as well as the introduction of Canadian lobsters to Vietnamese lobster farms to provide for its domestic needs and the import needs of other markets.
Currently, Việt Nam is Canada’s top trade partner among the 10 ASEAN members. As of 2016, Vietnamese export value to Canada was $2.65 billion, while the import value stood at $389.9 million. Agricultural products and seafood play a key role in bilateral trade.
Key agricultural exports from Canada to Việt Nam include seafood, flour, soybean, beef, pork, fruit and cattle feed. Some products have experienced exceptionally high growth in 2016, such as fresh lobster, fish and wheat.
The Canadian Government had directly provided the Vietnamese Ministry of Agriculture and Rural Development with funding for two projects. The first one was the “Food and Agriculture Products Quality Development and Control Project” worth CAD17 million ($12.9 million), whose aim was to improve the quality, safety and market accessibility of several Vietnamese products, such as vegetables, tea, pork and poultry, through renovation in the production and processing system.
The project helped Việt Nam to build and complete a framework of regulations and technical quality control regarding food safety and put into practice several production chain models for agricultural products.
The second project had a budget of CAD500,000 ($379,377) and ended in December 2016. Its aim was to encourage private investment in the agricultural sector, renew policies and improve productivity.

Investors pledge to pour cash into Tuyên Quang

A conference on investment, trade and tourism promotion held for the first time by the mountainous province of Tuyên Quang yesterday has concluded with investors’ pledging a total of VNĐ18.3 trillion (over US$801 million) into six large-scale projects in this province.
The provincial authorities also took the opportunity to present licences to six projects worth a combined total of nearly VNĐ3.7 trillion ($164 million), including a VNĐ900 billion resort by VinPearl group, and a VNĐ485 billion animal breeding complex by Dabaco.
Prime Minister Nguyễn Xuân Phúc said that other than unburdening administrative loads on enterprises and investors, Tuyên Quang Province must seek ways to improve its business and investment environment in order to attract greater investment and more projects that support its socio-economic development.
He also called for enterprises to boost their investment in the province.
Out of 15 key projects for which the province is soliciting investment, six aim at promoting tourism; the others are concerned with cultivation and processing of agricultural, forestry, and fishery products, as well as producing biotechnology products.
Tourism and agricultural and forestry products are considered Tuyên Quang’s assets that bring in sizeable revenue, helping to raise the living standards of ethnic groups in the mountainous province.
Identifying the facilitation for investment as a key priority, the provincial authorities have carried out reform measures to reduce time spent on administrative procedures by 30 per cent. A steering committee was also established to give instructions and implement action plans and programmes to raise the province competitiveness index (PCI).
So far, 180 projects have been greenlit and licenced, with total investment reaching upwards of VNĐ27 trillion ($1.18 billion) from 1,200 enterprises, including four FDI enterprises.
In 2016, a number of leading domestic enterprises have sought opportunities and invested in the province, such as VinGroup, Mường Thanh Corp, Việt Nam National Textile and Garment Group, Woodsland Tuyên Quang, among others, helping the province’s economic structure shift towards industry, service, and forestry.
At the conference, investors expressed their appreciation for the supportive spirit the province’s authorities have shown, especially in land clearance and administrative reforms.
PM Phúc mentioned the construction of a 40km highway that will link the province with the Hà Nội – Lào Cao Highway, which he said would reduce travel time from the capital city to the province to an hour and a half.
The PM also urged the province to carefully create a plan to sustainably develop its socio-economic infrastructure with a long-term view, avoiding potential conflicts.
PM Phúc also addressed environmental issues that frequently accompany economic development. He said that since the province is upstream of major tributaries that will flow to the plains, protecting water resources must remain a high priority and environmental laws must be strictly enforced.
He also urged enterprises to pay special heed to workers’ rights and benefits, but in turn, the provincial authorities need to re-train the labour force, aiming for better quality workers to provide to enterprises.
The conference is expected to speed up the completion of policies that attract investment into the province.
Yesterday afternoon, the PM also visited the An Hoà paper factory of the Hà Nội Export-Import Company (GELEXIMCO Group), one of the country’s biggest paper factories and the only facility in Việt Nam that can produce paper pulp.
With an output of 130,000 tonnes of paper and paper products, the factory uses elemental chlorine free (ECF) techniques for bleaching, helping to drastically cut back on environmental pollution and paper costs at the same time.
Tapping forestry economy
PM Phúc also advised the province to promote a forestry economy and make it a national model in the field while working with provincial authorities last Sunday. 
Together with a forestry economy, the province should develop tourism and hi-tech agriculture, he said.
Located between the northwestern and northeastern regions with 22 ethnic minority groups, the province’s economy has yet to match its potential, recording only VNĐ1.59 trillion ($71.4 million) in revenue last year.
It recorded a planted forest area of over 10,500 hectares, up 104 per cent in the year. Its forest coverage has been maintained steadily at 64 per cent.

APEC SOM1 continues agenda with series of meetings

The first Senior Officials’ Meetings (SOM1) and related meetings of the Asia-Pacific Economic Co-operation (APEC) Forum continued on Monday in Nha Trang City, south central Khánh Hòa province, with a series of events.

Delegates from 21 APEC member economies attended the Economic Committee Meeting, the Policy Partnership on Food Security Meeting, the Ocean and Fisheries Working Groups Meeting, the Committee on Trade and Investment Meeting and the Budget and Management Committee – SOM Steering Committee on ECOTECH Joint Meeting.

Meanwhile, the Ad Hoc Steering Group on the Internet Economy Meeting and the Ocean and Fisheries Working Group – Policy Partnership on Food Security Joint Meeting began their first working day.

Taking place from February 18 to March 3, the APEC SOM1 and related meetings comprise 56 meetings, workshops and dialogues of 38 APEC committees and working groups.

Under the theme “Creating New Dynamism, Fostering a Shared Future”, delegates are expected to discuss priorities for the 2017 APEC Year on promoting sustainable, innovative and inclusive growth, regional economic connectivity, competitiveness of small-and medium-sized enterprises and micro-enterprises in the digital era, food security, and climate change adaptation.

The APEC forum includes 21 members - Australia, Brunei, Canada, Chile, China, Hong Kong (China), Indonesia, Japan, the Republic of Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, Chinese Taipei, Thailand, the United States and Việt Nam - which account for a combined 39 per cent of the world’s population and 59 per cent of the world’s gross domestic product.

The forum focuses on three pillars, namely trade and investment liberalisation, business facilitation and economic and technological co-operation.
VN climate change response impresses APEC
APEC delegates on the same day expressed high appreciation of Việt Nam’s experiences in strengthening food security and promoting sustainable agriculture as it responded to climate change.
The praise came at a meeting of the regional bloc’s Working Group on Food Security Policy, said Trần Đại Nghĩa, head of the Institute for Policy and Strategy for Agriculture and Rural Development.
The three-day meeting (February 25-27) was part of the first APEC SOM1 underway in Nha Trang City, Khánh Hòa Province.

Nghĩa said Việt Nam was one of the economies vulnerable to climate change, facing disasters like drought, saline intrusion, prolonged flooding and cold fronts.

In order to adapt to climate change, farmers in the central province of Ninh Thuận have switched to apple, grape and garlic cultivation. In the Mekong Delta province of Sóc Trăng, shrimp breeding in brackish water has been a way to adapt to saltwater intrusion.

Such moves have added value to farm produce and contributed to the sustainable development of Vietnamese agriculture, he said.

Patrick Edward Meran, a US official, also praised Việt Nam’s thorough preparations and sound proposals made at the meeting.

He said he hopes for positive outcomes from the High-Level Dialogue on food security and sustainable agriculture in response to climate change that is scheduled for this August in the Mekong Delta city of Cần Thơ.

VN’s chicken industry takes flight

The Ministry of Agriculture and Rural Development (MARD) has released a national plan for monitoring food safety for processed chicken for export to help Việt Nam’s chicken conquer the world market.
The ministry will direct the implementation of the plan from 2017-20. According to the plan, the people’s committees of key provinces in chicken breeding will also issue plans, have funds and implement measures to prevent chicken diseases to create regions with low risk of diseases in chicken, as well as abattoirs and processing facilities meeting food safety standards.In addition, the ministry will help enterprises build abattoirs and processing facilities ensuring veterinary hygiene and food safety.At least one enterprise was expected to qualify for a certificate for food safety to export processed chicken according to regulations of the International Food Standards Commission, or safety food standards of importing countries, said Vũ Văn Tám, the deputy minister of agriculture and rural development.
The ministry will monitor food safety in provinces in producing and processing export chicken, focusing on districts and provinces with enterprises joining the national plan on food safety for export processed chicken.
It will open training courses for staff in charge of veterinary medicine in provinces and districts and enterprises’ staff in charge of monitoring food safety and veterinary hygiene at chicken processing facilities.
“The ministry has combined with southern Đồng Nai Province’s authorities to support one enterprise in the province to export chicken brisket to Japan. If this is a success, it will be the first Vietnamese chicken exported under large commercial contracts,” Tám said.
Hoàng Thanh Vân, head of the ministry’s Livestock Department, said many enterprises had held trade promotion activities targeting the Japanese market to export Vietnamese chicken to this market. If successful, Japanese partners would visit local enterprises to inspect chicken production lines and sign agreements with local enterprises.
Bình Phước Province has also focused on trade promotion activities with Japan, the EU and some Asian countries, he said.
“To export chicken to strict markets, Việt Nam must reach standards of regions breeding chicken in those countries. The importing countries will have delegations to visit and inspect regions breeding chickens in Việt Nam to ensure safety,” Vân said.
The domestic livestock industry must have sustainable development according to international standards and find more export markets for local chicken products, he said.

Vinh wins World Cup shooting silver

Hoàng Xuân Vinh pocketed a silver medal at the International Shooting Sport World Cup, which is ongoing in New Delhi, India.
The Olympic champion came second in the men’s 10m air pistol event, which also drew the world’s strongest marksmen such as Olympic silver medallist Almeida Julio of Brazil and bronze medal winner Yang Wei of China.
In the first 10 shots of the qualification round, Almeida scored the highest with 99 points, Vinh was third with 97 points, while his teammate Trần Quốc Cường was second with 98 points.
In the next series, Vinh was not able to achieve 100 points, but he remained the most stable shooter with points ranging from 96 to 98. The Vietnamese grabbed a total of 581 points and topped the qualifier’s ranking table.
Chinese Pu Qifeng had the same points but ranked second, followed by Yang with 580.
Vietnamese Cường was ranked 7 with 577 points and managed to qualify for the final.
Other finalists were from Japan, China and host India.
Almeida who could not sustain his performance failed to make it to the final round.
In the finals, Vinh continued to lead the ranking after the first two five-shot series.
However, Japanese Tomoyuki Maysuda put in an outstanding performance and overcame all other participants in the last seven two-shot series. He came from behind to  take the top spot with a total of 240.1 points, setting a new world record in the process.
Vinh finished second with 236.6 points, followed by Indian Rai Jisu with 216.7. Cường ranked sixth, with 155.8 points.
On March 1, Vinh and Cường will participate in the 50m pistol event.
Vinh won a silver medal in this event in the Rio Olympics last August.
Their teammates Nguyễn Duy Hoàng will take part in the men’s 50m prone rifle while Lê Thị Hoàng Ngọc and Phạm Thị Hà will compete in the women’s 25m pistol category.

Japanese Emperor’s visit to boost rapport

The first ever visit to Việt Nam by a Japanese Emperor and Empress is a historical event of great significance that will reinforce mutual trust and friendship, says a senior Japanese official.
Speaking to the Vietnam News Agency (VNA) ahead of the historic visit, Hatsuhisa Takashima, press secretary to Emperor Akihito, recalled the long-standing relationship between the two countries.
The relationship dates back to the 16th century with the presence of the first Japanese street in Việt Nam, he said.
The visit by Emperor Akihito and Empress Michiko is happening at a time when bilateral rapport is at its best after undergoing historical ups and downs, he said.
Takashima noted that Việt Nam and Japan were carrying out many activities to strengthen amity. 
He said that as the biggest aid provider for Việt Nam, Japan has been co-operating with the Southeast Asian country to support its development.
He cited as examples the donation of maritime patrol vessels, building of the Việt Nam–Japan University, and the active operation of Japanese businesses in Việt Nam. 
Effective bilateral co-operation in economics, human resources training and infrastructure improvement have contributed to the good relationship between the two countries, Takashima said. 

Most awaited

He said the Japanese Emperor and Empress were touched by the warm invitations from Vietnamese leaders, adding that the visit is one of the most-awaited events for the people and political circles in both countries.
Việt Nam’s Ambassador to Japan, Nguyễn Quốc Cường, said that the visit of Emperor Akihito and Empress Michiko to Việt Nam, beginning tomorrow, will be an important landmark in Việt Nam-Japan relations.
Cường said both the Emperor and Empress were looking forward to the trip. 
He echoed press secretary Takashima, saying the first trip of the Emperor to Việt Nam since the two countries established diplomatic relations 44 years ago was a historic and important landmark in the relationship. 
Mutual trust has brought both countries closer to each other, he said.
A keen interest in history and culture was the main reason for the Japanese Royalty to visit Huế City in the central province of Thừa Thiên-Huế, Cường said. 
The Emperor and Empress have expressed their admiration for the “Nhã Nhạc (ceremonial music) of the Huế Court, which was recognised in 2003 by UNESCO as a Masterpiece of Oral and Intangible Heritage of Humanity, and is being performed in Japan’s Royal Palace. 
Japan has given a lot of assistance to the renovation of historic sites, in the Huế citadel, Cường noted. 
He further said that the visit was a manifestation of growth in bilateral relations that will also take them to new heights.

Innovation centres can breed startups: Deputy PM

Businesses should be innovative and creative in using Information Technology (IT) advances to grow, Deputy Prime Minister Vũ Đức Đam said yesterday.
Inaugurating the CMC Innovation Centre in Hà Nội, he called for such centres to be established in many localities, especially in big universities.
The country has very few innovation centres, while other countries have hundreds, he said, adding “If we increase the number of innovation centres, we will have more start-ups.”
The deputy PM said he expected the number of both local and foreign venture funds in the country to increase.
He acknowledged that while many Vietnamese youth have tasted success with unique start-up ideas, the Government, enterprises and investment funds should contribute more to building a start-up ecosystem.
The support can include businesses registration, intellectual property rights and preferential taxes, he said
Stressing the importance of an ecosystem, he said: “Each group and business has its own strengths. But they will have new opportunities if they connect and share with each other,” he said.
The success of Nguyễn Hà Đông with his famous “Flappy Bird” game and other similar stories should be shared to encourage and support others, Đam said.
The deputy PM also spoke of the need for policies to encourage investment in IT infrastructure and facilitate ICT application in some key economic sectors.
Improving the nation’s business environment and competitiveness are factors that will affect the development of both big firms and start-ups, he said.
Nguyễn Trung Chính, CMC Group chairman and general director, said there was no way for businesses to develop other than by promoting innovation.
He said the new centre will play an important role in facilitating the establishment of innovative firms. The CMC Innovation Fund as well as other venture funds will invest in good ideas, aid in technology transfer and provide commercial funding for feasible projects, he said.
The VNĐ50 billion (US$2.2 million) centre will prioritise projects relating to the Internet of Things (IoT), Cloud, security, Big Data, artificial intelligence (AI) and Robotics, he added.
Covering an area of 600sq.m, the centre is expected to be a location for sharing and exchanging technologies, new trends, a technology incubator and a supporter of innovative projects of the CMC Group and the start-up community.
Yesterday’s inauguration was also marked by the signing of agreement between CMC Group and the Department of Technology Application under the Ministry of Science and Technology (MoST) to build a technology map and co-operate in other relevant activities.

Senior officials from APEC economies, as well as experts and scholars have discussed the possibility of establishing a free trade area of the Asia-Pacific (FTAAP) along with its potential impacts and difficulties facing the process. 
The workshop on realising FTAAP was held in Nha Trang, in the south central province of Khánh Hòa, on Saturday as part of activities around the APEC First Senior Officials’ Meeting (SOM1) and related talks. 
The FTAAP was first mentioned in the statement of the APEC Economic Leaders’ Meetings in Hà Nội in 2006. Last year, APEC leaders released the Lima Declaration on FTAAP, which emphasized the role of APEC in proposing contents related to such a free trade area with a view to gradually realising the idea. 
Besides the workshop, meetings were held during the day by nine committees and working groups, namely the Committee on Trade and Investment (CTI), Economic Committee (EC), Policy Partnership on Food Security (PPFS), Oceans and Fisheries Working Groups (OFWG), Tourism Working Group (TWG), Electronic Commerce Steering Group (ECSG), Alliance for Supply Chain Connectivity (A2C2), Competition Policy and Law Group (CPLG) and Market Access Group (MAG). 
The PPFS meeting looked at the implementation of long-term strategies, including the APEC strategic framework on rural-urban development to strengthen food security and quality growth, and the APEC programme on food security and climate change. 
Participants also gave ideas to the APEC statement that is scheduled to be discussed at the high-level dialogue on food security and sustainable agriculture adaptable to climate change slated for Cần Thơ in Việt Nam in August. 
Meanwhile, OFWG members debated a working plan for 2017 and reviewed co-operation activities related to sea and oceans recently. They also updated each other on the progress of several initiatives, including the enhancement of capacity to deal with maritime waste and the building of a tool set to measure ecological risks posed by climate change to aquatic resources, as well as the encouragement of private sector engagement in the preservation of maritime environment, sustainable fisheries and livelihood. 
At the same time, the MAG approved the agenda for their next meeting scheduled for August as part of the third SOM and related meetings in HCM City. 
Within the framework of the EC meeting, the Friends of the Chair on Strengthening Economic Legal Infrastructure focused on projects to reinforce the regional economic legal foundation, including the possibility of building an APEC co-operation framework on tackling online conflicts in transactions of micro, small and medium-sized enterprises.
On the day, the Tourism Working Group (TWG), Electronic Commerce Steering Group (ECSG), Alliance for Supply Chain Connectivity (A2C2) convened their last meetings, with cooperation projects reviewed and new initiatives given. 
The TWG agreed on the organization of a roundtable on high-level policies on sustainable tourism in Hạ Long City in June, while the ECSG listened to reports by some economies and international organizations on the development trend of electronic commerce. 
The Vietnamese delegation continued to show strong performance with proposals on an action plan for implementing the APEC strategic framework on rural-urban development to strengthen food security and quality growth, and the APEC programme on food security and climate change. 
Vietnamese officials also contributed ideas to the APEC manual on boosting sustainable tourism growth amidst climate change and the framework on facilitating cross-border electronic commerce.
Sustainable use of aquatic resources
Sustainable use and development of aquatic resources in Asia-Pacific was one of the priorities in APEC fisheries co-operation highlighted at the APEC Oceans and Fisheries Working Groups (OFWG) meeting in Nha Trang on the same day. 
The meeting also underscored the need to strengthen resilience of coastal communities against natural disasters, extreme climate conditions and complicated natural developments. 
Sustainable use and development of aquatic resources and ensured livelihood for coastal communities are also among priorities for Việt Nam, stated Trần Đình Luận, Vice Director of the Directorate of Fisheries, who was a Vietnamese delegate to the OFWG meeting. 
He noted that Việt Nam’s fisheries sector is operating on a smaller and less modern scale compared to that of other countries in the world, adding that the policies Việt Nam has implemented to ensure sustainable livelihood for fishermen have contributed to the economic growth in localities as well as the country. 
Meanwhile, Toshihiko Horiuchi from Japan said that it is crucial to improve capacity in supporting fishermen and women in coastal areas as well as the fisheries communities of APEC member economies. 
He stressed the need to help fishermen access markets and improve their products’ quality as well as exploit sea resources in a sustainable way. 
He held that APEC economies should strengthen the role of governments and local communities in managing sea areas, thus ensuring sustainable exploitation. The application of science and technology will also help increase productivity and ensure sustainable fishing, he added. 
During the meeting, the Japanese delegation proposed various measures to develop fisheries and encourage APEC economies to build policies on fisheries.

City to develop public transport centre

HCM City authorities have decided to develop the Public Transport Management and Operation Centre into an agency that will use integrated solutions in public transport management instead of establishing a completely new agency.
The aim is to improve the management of public transport in the city, especially after the first metro line Bến Thành – Suối Tiên is put into operation in 2020, city authorities said.
Speaking at a conference on setting up a new public transport agency last Friday, the Department of Transport said it would research the development of a project to set up a Public Transport Agency (PTA) in the city.
The project, to be developed by the Department of Transport’s Urban Traffic Board, aims to create a consistent management system of various public transport modes across the city.
A representative of the World Bank said HCM City needed an agency that would consistently manage the public transport system, including bus, metro and bus rapid transit (BRT).
For example, with only one public transport card, the holders could access all modes of public transport. 
In the long run, the agency would be able to operate the public transport of the entire region, as many European countries do, when the public transport in HCM City is connected with surrounding provinces.
However, Lê Văn Làm, deputy director of the Department of Internal Affairs, disagreed with the idea of setting up a new agency, saying, “The idea is not feasible as the city has planned staff cutbacks at State-owned companies.”
He recommended that the Department of Transport develop the Public Transport Management and Operation Centre into the new agency.
The department can send staff from other relevant agencies to support the centre playing a new role, he said.
Lê Hoàng Minh, deputy director of the Department of Transport, said the department wanted to develop a PTA as in developed countries.
However, it is difficult to develop a new agency as it requires many changes in the current system, especially the law, he said.
“The department has chosen the centre as a core agency to be developed into a new agency with new roles and functions to mange the pubic transport system of the city,” Minh noted.

Representatives from the Vietnamese embassy in Malaysia today met the suspect in the murder case of a North Korean citizen at Kuala Lumpur International Airport on February 13, who was ealier confỉrmed to be a Vietnamese citizen.
Doan Thi Huong, 28, from the northern province of Nam Dinh, was arrested on February 15 at the Kuala Lumpur International Airport following the death of the North Korean citizen Kim Chol a day earlier.
Huong is in good health conditions, according to the embassy.
Huong said she thought she was taking part in a comedy prank video.
The Vietnamese Ministry of Foreign Ministry has ordered its embassy in Malaysia to closely co-operate with local authorities and strictly follow international laws regarding the case, while also seeking for proper procedures to legally support its citizen.

Pragmatic policies are needed for the Government to realise its goal of promoting start-ups in the agriculture sector.
During an online discussion held by the Government portal on Friday afternoon, Đậu Anh Tuấn, head of Việt Nam Chamber of Commerce and Industry’s Legal Affairs Department, said that the Government should consider lifting the land limit which was hampering successful agricultural business.
“Successful agricultural businesses require large-scale production,” he said. “Collecting products from multiple sources makes it difficult to ensure stable quality, trace origins and to guarantee the food safety”.
The Law on Land introduced in 2013 set the land limit for agriculture by individuals or households from two to three hectares and from 10 to 30 hectares for industrial plants like rubber, coffee beans or tea trees.
“Such land limits increase production costs and erode motivation to expand business,” he said.
The Ministry of Agriculture and Rural Development (MoARD) was considering loosening agricultural land limits, which was a positive signal, Tuấn said, hoping that it was a step towards complete elimination.
He also suggested that the Government discard so-called production quotas. Citing examples of production quotas the MoARD set for tra fish (catfish) and lobster in 2020 – which are hoped to reach some 1.9 million and 1,940 tonnes respectively, Tuấn believed what the Government was doing was market intervention.
“The Government is amending the Law on Planning and I hope that the regulations regarding production planning will be tossed out. The Government should only do macro-planning and let the market decide product supply”.
A report titled “Enabling the Business for Agriculture” from the World Bank last year ranked Việt Nam’s agricultural business environment in the lower half of Southeast Asia. The country was positioned only above Laos, Cambodia and Myanmar.
Plant businesses in Việt Nam scored 62.5 points on the scale from a possible 100, lower than Cambodia’s 68.8 and Bangladesh’s 70.8, while the country ranked 37th out of 40 countries in the report for the business environment for agricultural machinery with 24.4 points.
The financial market for agriculture, meanwhile, was considered average with 45.3 points.
Former Science and Technology Minister Trần Quốc Thắng agreed one of the key challenges for agricultural start-ups was accessing capital.
“There is currently a shortage of investors and venture capital funds to provide finance for start-ups,” he said. “In the long-term, the Government should set up venture capital funds and credit guarantee funds”.
How to do high-tech?
What the Government was encouraging was start-ups based on creativity and high-tech application, in which connectivity between those having business ideas and those having necessary technology played a vital role for successful start-ups, Thắng said.
The Government, in this regard, should lay out an even playing field for the three parties involved.
“They are the Government with business policies, the start-ups and the science players like researchers, institutes and universities. The connectivity between them creates what we call the start-up eco-system,” he said.
“If that national eco-system of creativity is established and develops, high-tech agriculture businesses will prosper”.
Start-up company Hoa Anh Đào’s Management Board Chair Trần Lệ agreed, noting that some business ideologies failed to understand the real meaning of high-tech business and were threatening the environment.
He cited the increase of plastic film made-greenhouses in Lâm Đồng Province’s Đà Lạt City which was dubbed an agricultural high-tech city.
The film is a cheap way to build greenhouses, which led to mass construction of such greenhouses in Đà Lạt. Yet it resulted in a loss of rainwater absorbed in surface soil and to nearby streams and rivers.
“High-tech agriculture was not supposed to be like that. It should be innovative and not affect the environment,” he said.
“By and large, the definition of high-tech agriculture in Việt Nam is still understood very vaguely”.

As host of the APEC 2017, Viet Nam has initiated a round-table conference on sustainable tourism development policy in the face of climate change challenges.
Hà Văn Siêu, Deputy General Director of the Việt Nam National Administration of Tourism, said the conference would be held in June.

He spoke to Vietnam News Agency reporters on the sidelines of a workshop on sustainable tourism hosted by the Tourism Working Group (TWG) as part of the first APEC Senior Officials’ Meeting (SOM 1) in Khánh Hòa Province on Thursday.

The conference would make recommendations on policies and commitments required of APEC members to realise sustainable tourism development goals set for 2017 by the UN World Tourism Organisation (UNWTO), he said.

According to UNWTO, tourism is both the mastermind and victim of climate change. Tourism development causes many negative impacts on the environment and climate change as the industry accounts for five per cent greenhouse gas emissions.

At the same time, it is vulnerable because climate change impacts affects destinations, tourism seasons and operating expenses.
"APEC tourism will also have negative impacts on the environment and the global climate. Therefore, developing sustainable tourism has been identified as an important target for member economies," Siêu said.

He said Việt Nam’s tourism sector had actively formulated policies and action programmes to deal with climate change, focusing on improved investment planning and forecasting.

Vietnam’s master plan on tourism development is part of the nation’s efforts to effectively cope with issues related to climate change and environmental pollution.
Sieu said hosting APEC Year 2017 offered Việt Nam a chance to promote the country’s tourism potential to international friends, especially APEC members.

In 2015, the APEC members welcomed over 396 million visitors, accounting for 33 per cent of total global tourist arrivals. Revenue from tourism activities was US$59 billion, making up 44.5 per cent of global tourism revenue. The tourism sector generated 47.9 million direct jobs.
APEC tourism ministers have set a target of welcoming 800 million international visitors in 2025.

Top notch tea brews a highland recovery

The Land of Heaven, as the Phia Oắc-Phia Đén area in Cao Bằng Province was once known before a descent into relative obscurity, is staging a comeback via offshoots of centuries-old tea trees. Đỗ Doãn Hoàng has the story.
To paraphrase a famous saying, to know Phia Oắc-Phia Đén is to love her.
It is thus that I hold deep affection for each mountain pass, village and community in Cao Bằng Province, and this deepens perceptibly when it comes to the Phia Oắc-Phia Đén area.
With a climate that seems to have four seasons in a single day, the area has invited comparisons with renowned resorts in Việt Nam like Sa Pa, Tam Đảo and Đà Lạt, but the fact that it is lesser known lends it a different charm.
A favourite resort of the French colonists a century ago, Phia Oắc-Phia Đén, has been, in relative terms, deserted for over 70 years. Remnants of beautiful French-style villas and other buildings covered in moss are like sleeping beauties waiting to be woken up.
One person doing his bit to nudge them awake is a man I have been “following” for several years via media reports about his passion for ancient tea trees in the high mountains of Nguyên Bình District.

Hoàng Mạnh Ngọc, an ethnic Dao man in his mid-forties, has protected dozens of hectares of tea in Phia Oắc-Phia Đén to create a trademark for high quality produce that is distributed nationwide and exported to foreign markets.
Ngọc is a native of the mountainous district , home to renowned Phia Oắc Peak. Justifiably proud of its misty winters and cool summers, he had long aspired to do something to preserve the ancient pine forest and majestic villas.
At a time when the district was struggling, Ngọc took the risk of establishing his own construction company to build roads and some homes. After saving a little bit, he thought of starting a business making fresh food and medicines to create jobs for local residents.
The Kolia Company sought to exploit the area’s ecotourism potential, while producing fresh tea and the Cao Bằng cassava vermicelli or glass noodle. Modern technique was infused into the traditional methods of the Dao people to harvest tea of high quality with a distinctive flavour that would meet international standards.

Taste of the mountains
The Phia Oắc Range, with its highest peak at more than 2,000m above sea level, has been recognised as a precious natural reserve with an area of 25,000 hectares.
Misty all year around, the mountain boasts the ecosystem of a cloudy forest with lots of flowers, especially the Rhododendron, which is in full blossom during spring.
Phia Oắc also contains the headwaters of many big rivers in the northeast of the country, and it is a huge source of minerals that used to be exploited during the French colonial time.
What makes the area special is that it still has many old, huge tea trees tended to by the Dao Đỏ, Dao Tiền and Nùng ethnic minorities.
Ngọc used to spend several days visiting these tea gardens and fell for the taste of the tea, flavoured by the mist and minerals of the mountains, that impresses at first sip and leaves a lingering sweet, acrid taste.
The very first time Ngọc enjoyed the subtle and distinctive taste of the local tea, he was moved to preserve the ancient tea trees, protecting the vast area and producing tea for domestic and foreign markets.

Ngọc travelled to Taiwan several times to study their tea industry and invited specialists to visit each ethnic household in the area and study the old tea trees.
“The specialists and tea masters from Taiwan were astonished on discovering that the mountain range in Phia Oắc-Phia Đén seemed to be naturally created for tea planting. The natural conditions were so perfect. The temperature during the day never exceeded 22oC, dropping to 15-17oC at night.
“The plants are covered by fog all year round. Sometimes the rainy clouds open up to refresh both people and nature.  The height of the mountain is perfect for growing Chinese Ba Xian (Eight Immortals) and Oolong tea species.
“Furthermore, the fresh tea of Phia Oắc-Phia Đén rarely suffers the equatorial climate of the renowned tea planting area in Taiwan,” Ngọc said.
Ngọc began learning the Dao people’s traditional method of exposing the tea leaves to the frost, and applying ten different kinds of organic fertilisers to as many varieties of tea trees. At the same time, he imported the Oolong, Ba Xian, Longjing and Bai Jiguan tea varieties to cultivate on the Phia Đén Mountain.
Ngọc also signed contracts to buy all the tea produced by local households and employed locals with the experience. International specialists were invited to train locals to apply international organic and VietGAP (Vietnamese Good Agricultural Practices) standards in producing high quality tea.
The first consignment of tea exported to Taiwan in 2013 was a great success, fetching prices ranging from two to six million đồng (US$90-260) per kilo and receiving positive feedback from buyers. The Dao were very happy to harvest the first profits from tea trees that had been in their community for generations.

After six years of developing the tea business, Ngọc once again took the plunge, spending dozens of billions of đồng to expand his factory to over 400sq.m and purchase modern equipment to be installed right on top of the Phia Đén Mountain, increasing its capacity to one tonne of dried tea per day. However, the market demand for Phia Đén tea continued to exceed its supply.
Participating in many domestic and international trade fairs only increased Ngọc’s determination to follow the path of producing high quality tea. He expects Kolia to be growing tea on more than 200 hectares by 2020.
The impact
One time, Ngọc took me to visit the Vọng Tiên Cung Temple that was built hundreds of years ago and recently restored by him as a sign of respect to the area’s history. During this visit, he also introduced me to some tea producing households.
Triệu Văn Ngàn owns about 6,000 Phúc Vân Tiên tea trees. His family used to be very poor despite years of nurturing the trees until Kolia taught them new methods by bringing in tea specialists and introducing international standards for organic tea.
“We can now harvest better tea with less hardship. And we are proud to provide the market with tea products totally free of pesticides,” Ngàn said, adding that the income of local tea workers has increased four times since applying modern methods.
Now, in the dreamy foggy atmosphere of the Phia Oắc-Phia Đén Mountain that is covered with the evergreen colour of the vast tea farms, Ngọc and his partners have embarked on an ecotourism project, reviving it as a tourist destination.
Visitors can enjoy the taste of the forests and mountains, from fresh food to fruits and tea produced by locals.
After decades lost in beauty sleep, Phia Oắc-Phia Đén has woken up, thanks to a Dao man dedicated to his hometown, and is set to become a new hotspot for visitors.

Việt Nam’s new developmental model will not sacrifice environmental standards and social equality for growth goals, Deputy Prime Minister Vương Đình Huệ said at the 2017 Spring Forum held by the Asia Business Council on Thursday in HCM City.
Accepting high standards on the environment shows that Việt Nam wants to have sustainable elements in economic development, Huệ said at the forum. which attracted many leaders of industry, IT and financial corporations in Asia.
After many years of growth based on natural resource exploitation and cheap human resources, the country’s growth has slowed down and is falling into the “middle-income trap,” he said.
Việt Nam has reformed its growth model from being dependent on natural resources and cheap labour to focusing on creativity, productivity, quality and effectiveness, Huệ said.
It has carried out many activities to reform public investment, state enterprises, the financial system and budget expenditures.
Its doors are open to foreign investors, but the country will refuse projects that adversly affect the environment.
Providing electricity and the internet to rural areas and islands in the country shows that the government is determined to have equitable growth, Huệ said.
Việt Nam had signed many global and regional free trade agreements, Huệ said, adding that, through these agreements, the country had increased its global and regional integration, becoming a trusted partner of other countries.
He said that Việt Nam “accepts competition because it inspires Việt Nam to be creative and prosperous”.
Lubna Olayan, chairwoman of the Asia Business Council, said the council was impressed with the country’s recovery from the global economic recession as well as high growth in the last five years.
The council also praised Việt Nam’s strategy to speed up sustainable and equitable economic development, she added.
Last year, Việt Nam’s exports rose by 9 per cent and foreign direct investment reached a record-high, with more than 110,000 new FDI enterprises.

Đồng Nai to increase cocoa cultivation area

The southeastern province of Đồng Nai expects to grow an additional 500ha of cocoa by 2018, bringing the total area of cocoa in the province to 1,000ha.
The province’s Department of Agriculture and Rural Development said it was implementing six large-scale cocoa fields.
Nguyễn Hữu Định, the head of the province’s Rural Development Sub-department, said besides implementing large-scale cocoa fields, the province has also provided farming techniques, loans and fertiliser to farmers.
The province’s cocoa productivity has increased to 10 tonnes per ha.
Trọng Đức Cocoa Co, which takes part in a large-scale field project, has signed purchase of long-term contracts with farmers to guarantee cocoa outlets.
The company buys cocoa at a price of more than VNĐ6,000 per kg (US$0.28), higher than the market price. Purchase price may change based on the market price.
Cocoa trees are easy to grow, have less disease and can be harvested in more than 10 years, according to cocoa farmers in Đồng Nai Province’s Định Quán District.
The total investment for one ha of cocoa is about VNĐ20 million ($900) and the profit will be VNĐ50 million ($2,240) a year, they said.
This year, Đồng Nai farmers will grow 200,000 cocoa trees on 250ha, according to Đặng Tường Khanh, the director of Trọng Đức Cocoa Co.
The company’s products from cocoa, which include chocolate and wine, are exported to South Korea and Japan.

European firms optimistic about Việt Nam’s business environment

EuroCham’s Whitebook 2017 highlighting issues relevant to trade and investment in Việt Nam is scheduled to be launched on March 2 this year.

European companies have expressed optimism about the business environment in Việt Nam during a recent meeting with the press, Công Thương (Industry & Trade) newspaper reported.
A survey on Việt Nam’s business environment in the fourth quarter of 2016 has revealed that the European Chamber of Commerce in Việt Nam (EuroCham) was positive about its operations in the country.
Nearly 73 per cent of the European businesses have given the thumbs up to their operations in Việt Nam, and only 5.5 per cent were pessimistic.
Up to 90 per cent of companies said they would maintain or increase investment in the Southeast Asian country, while 56 per cent said they planned to keep or increase the number of employees, and a mere 6.7 per cent said they planned to reduce staff.
The European chamber has held various activities to encourage enterprises to invest in Vietnamese localities such as Buôn Mê Thuột in the Central Highlands province of Đak Lak and the northern port city of Hải Phòng, along with other Central Highlands provinces.
It established a branch in the central region to help businesses step up investment in Quảng Nam, Đà Nẵng and Thừa Thiên – Huế, and hopes to set up more branches in Hải Phòng and other localities.
This year, the chamber will accelerate the enforcement of the EU-Vietnam Free Trade Agreement (EVFTA) and clear up concerns raised by European firms, as well as host more dialogues among Vietnamese government representatives, ministries and agencies, and European companies.
EuroCham expects the Vietnamese government to further improve the business environment and increase the competitiveness of the economy.
The chamber will come up with measures to help businesses implement the EVFTA.
EuroCham’s Whitebook 2017 highlighting issues relevant to trade and investment in Việt Nam is scheduled to be launched on March 2 this year.

Việt Nam on Thursday urged "related parties" to avoid militarisation of the East Sea. It also reiterated its claim to the Trường Sa (Spratly) and Hoàng Sa (Paracels) archipelagoes, and held that all construction and reclamation projects at the two island groups without Việt Nam’s permission are illegal.
Foreign Ministry spokesperson Lê Hải Bình made the statement on Thursday in response to media questions about reports that China has almost completed the construction of more than 20 structures, which could be storage facilities for long-range surface-to-air missile on artificial islands in the East Sea.

”Việt Nam has sufficient legal grounds and historical evidence” to prove its sovereignty over the two archipelagos, Bình said. He added that Việt Nam would check the reports of Chinese construction.
Bình highlighted Việt Nam’s consistent stance on settling disputes in the East Sea by peaceful measures in line with international law, including the 1982 UN Convention on the Law of the Sea, and with full adherence to the Declaration on the Conduct of Parties in the East Sea.

“Việt Nam urges related parties to behave in a responsible manner and refrain from taking any action that can further complicate the situation, particularly militarisation that threatens peace, stability, security, safety and freedom of navigation and overflight in the East Sea,” he said.

Infringements and defects committed by the Ministry of Natural Resources and Environment’s Party Civil Affairs Committee and individuals involved in the Formosa fish deaths were serious and must be punished, announced the Central Inspection Commission.
In an announcement yesterday of the results of the commission’s 11th meeting from February 15-17, the commission concluded that from 2008-16 the ministry’s Party Civil Affairs Committee was irresponsible in exercising their leadership, carried out insufficient inspections and supervision and let infringements occur in assessment of environmental impacts, and adjustment of waste water discharge location and State management of the Formosa Hà Tĩnh project.
Hưng Nghiệp Formosa Hà Tĩnh Steel Company was responsible for mass fish deaths in the four central provinces of Hà Tĩnh, Quảng Trị, Quảng Bình and Thừa Thiên-Huế Provinces in April last year.
The environmental disaster left hundreds of fish dead and affected the livelihoods of hundreds of thousands of locals.
Responsibility for the offences belongs to former Party Central Committee member, former secretary of the Party Civil Affairs Committee and former environment minister Nguyễn Minh Quang; former Party Civil Affairs Committee member, former deputy minister and former head of Vietnam Environment Administration Bùi Cách Tuyến, and former Party Civil Affairs Commission member and former deputy minister Nguyễn Thái Lai who was directly responsible for violations in the fields he was in charge of, according to the document.
The document indicated that during the 2004-11, and 2011-16 terms the Party Civil Affairs Committee of Hà Tĩnh Province was irresponsible in exercising leadership, instruction, management, carried out insufficient inspections and supervision in project implementation, which gave rise to violations in appraising, approving, licensing and performing State management of the project.
Võ Kim Cự who served as Deputy Secretary of the provincial Party Committee, Secretary of the Party Civil Affairs Committee and People’s Committee chairman in the 2011-16 period; and as Vice Chairman of the provincial People’s Committee cum Head of Economic Zone Management Board from 2008-10 must take responsibility for the infringements.
Others also held responsible include Head of the Vũng Áng Economic Zone Management Board (2010-16) Hồ Anh Tuấn, and former Party Civil Affairs Committee members Đặng Quốc Khánh, Dương Tất Thắng and Nguyễn Nhật.
The provincial Party Standing Committee was said to be irresponsible in leading, instructing, examining, and supervising activities of the provincial Party Civil Affairs Committee during the implementation of the Formosa Hà Tĩnh project.
The wrongdoings of the provincial Party Civil Affairs Committee and Võ Kim Cự, and Hồ Anh Tuấn were serious, the document said.

Wrong recruitment, promotion

The Central Inspection Commission also announced that Party Central Committee member and former Secretary of Bình Định Province’s Party Committee Nguyễn Văn Thiện, and former Deputy Secretary of the provincial Party Committee and head of the province’s National Assembly deputies Lê Kim Toàn must take responsibility for defects and infringements committed by the provincial Party Standing Committee in recruiting, planning, promoting and accrediting several officials contrary to State regulations.
The inspection commission requested the Government’s Party Civil Affairs Committee instruct an overall inspection of Bình Định Province’s Quy Nhơn Port privatisation.
